In most cases, no. When you leave your roof structure untouched, you are often exempt from permit requirements. But there are exceptions. Since 2020, a roof insulation requirement applies in Flanders for all independent houses and apartments. Anyone renewing their roof is also required to meet the insulation standards immediately. If you do not comply, you risk penalty points on your EPC and eventually even a declaration of unsuitability for your home.
