What does the Flemish roof insulation obligation say?
Since January 1, 2020, all independent homes in Flanders must have a sufficiently insulated roof. This measure is part of the Flemish energy policy, aimed at making homes more energy-efficient.
What does the obligation entail exactly?
- Your roof must achieve a minimum R-value of 0.75 m²K/W. This corresponds to approximately 3 to 4 cm of mineral wool or 6 cm PIR insulation, depending on the material.
- The obligation applies to all independent homes and apartments that are rented or inhabited.
If you do not comply, you will receive penalty points on your EPC. With too many penalty points, your home can even be declared unsuitable.

Why this obligation?
The Flemish government wants to make the housing stock more energy-efficient. Roof insulation is one of the most effective measures with a relatively low cost. It not only reduces your consumption but also your ecological footprint.
The benefits of roof insulation at a glance:
- Lower energy costs
- More living comfort, both in summer and winter
- Higher EPC score = added value when selling or renting
- Environmentally friendly and future-oriented
- Legal compliance, so no risk of fines or measures
